Expanding Child Health Insurance in New Jersey via the 1040 form

New Jersey is launching a campaign to encourage enrollment in its FamilyCare program. Last fall the legislature passed a measure mandating health insurance for all children in New Jersey. Qualifying families must have an income of $77,175 or less.  The program is funded by both the federal government and the state.  Of course, this will result in higher future spending in a state that can’t currently meet its obligations.

But what’s novel about the drive to capture an estimated 350,000 uninsured children is that New Jersey will get that information from tax filings.

Taxpayers indicating on their NJ-1040 forms that they have children eligible for the program will be sent “Express Lane” applications. While Maryland and Iowa ask filers to identify eligible children, New Jersey is the first state to use the information to actively solicit enrollment.
